Personalisation is limited by region. OpenAI uses the current conversation to pick an ad, and, when a user has ads personalisation turned on, select signals from their wider ChatGPT use. The daily budget rule is the one most likely to surprise a buyer used to hard daily caps. OpenAI's daily budget article gives the example of a $100 daily budget: one day can bill up to $200, and the seven-day total stays at or under $700. Two consequences follow from that table. First, ads cannot reach anyone on a ChatGPT Business or Enterprise plan. A B2B seller whose buyers use ChatGPT at work on a company plan can only reach them through the answer itself. Second, one robots.txt file governs both sides. OpenAI's crawler reference says a site that blocks OAI-SearchBot will not be shown in ChatGPT search answers, and its advertiser crawler guidance says OAI-AdsBot is required for ad review and recommends allowing OAI-SearchBot too. A firewall rule that blocks OpenAI's bots can therefore cost a brand its citations and stop its ads at the same time.

- Ask ChatGPT the five or six questions your buyers ask, and note which brands and pages the answers name. That is the earned baseline an ad cannot change.
- Confirm your billed legal entity is in a country on the availability list. If it is not, use a partner or wait for the notification.
- Check that robots.txt, your CDN and any bot protection let OAI-AdsBot and OAI-SearchBot reach the landing page and, for a product feed, the image URLs.
- Set up the OpenAI Pixel or the Conversions API, and add UTM parameters to the landing page URL so your own analytics can see the traffic.
