WhatsApp Business API pricing 2026: what changes on October 1
Meta starts charging for WhatsApp service replies and in-window utility templates on October 1, 2026. What stays free, how the 1,000 free service messages work, what Meta Business Agent costs, and a worked bill for five markets.

TL;DR
- From October 1, 2026, Meta charges for WhatsApp service replies and for utility templates inside an open 24-hour window. Each business phone number gets 1,000 free service messages a month. Replies in a 72-hour free entry point window stay free, except Meta Business Agent ones.
- A service message costs the same as a utility message to the same market: $0.0014 to India, $0.0034 to the US and Canada and $0.022 to the UK on Meta's October 1 USD rate card.
- Meta Business Agent replies are charged even inside the free window: $2.00 per million tokens since August 1, 2026, which Meta puts at about 4 to 5 cents a message.
- With no payment method, Meta's Sep 10 pricing page says service messages stop once the 1,000 free ones are used; its older Aug 25 page says they stop on October 1. Add one in Billing Hub before September 30.
What changes on October 1, 2026
On October 1, 2026, Meta starts charging for two kinds of WhatsApp Business Platform message that have been free: service messages, and utility templates sent inside an open customer service window. A service message is any non-template reply a business sends inside the 24-hour window that opens each time a user messages it, written by a person or a third-party bot rather than by Meta Business Agent. A utility template is an approved template about something specific to the user, such as an order confirmation. The rule of record is Meta's WhatsApp pricing page, updated September 10, 2026.
- Service messages are charged per delivered message, at the same rate as utility and authentication messages to the same market. Meta offers no volume discounts on them.
- Each business phone number gets 1,000 free service messages a month.
- Utility templates sent inside an open 24-hour window are charged at the utility rate. They have been free since July 1, 2025.
- The quarterly rate card changes as well. Marketing rates rise in Kuwait, Mexico, Morocco, Saudi Arabia, the UAE, Rest of Middle East and Rest of Asia Pacific, and nine markets, including Bangladesh, Kuwait and Ukraine, leave their regional price groups for rates of their own.
Some rules stay as they are. A service message can still only be sent inside an open customer service window. Meta still charges only when a message is delivered, not when it is sent, and messages from users to a business are never charged.
| Message | When it can be sent | Until September 30 | From October 1 |
|---|---|---|---|
| Marketing template | Any time | Charged per message | Charged per message |
| Utility template, no open window | Any time | Charged per message | Charged per message |
| Utility template, inside an open 24-hour window | Inside the window | Free | Charged at the utility rate |
| Authentication template | Any time | Charged per message | Charged per message |
| Service message, written by a person or a third-party bot | Inside the window | Free | First 1,000 a month per phone number free, then the market's utility rate |
| Meta Business Agent reply | Inside the window | $2.00 per million tokens (since August 1) | $2.00 per million tokens |
| Any other message inside a 72-hour free entry point window | After a Click to WhatsApp ad or Page button | Free | Free |
How WhatsApp Business API pricing got here
WhatsApp Business API pricing has moved in dated steps since 2024, and Meta records each one on its own pricing pages. In order:
| Date | What changed |
|---|---|
| November 1, 2024 | Service conversations became free for all businesses. |
| July 1, 2025 | Per-message pricing replaced conversation-based pricing. Utility templates sent inside an open customer service window became free, and volume tiers began lowering utility and authentication rates. |
| February 16, 2026 | Meta began charging AI Providers, meaning companies that offer general-purpose AI assistants, for non-template messages in markets where it is legally required to allow them. Other businesses were not affected. |
| July 1, 2026 | Meta Business Agent launched as a second category of non-template message, next to service. |
| August 1, 2026 | Meta Business Agent replies became chargeable, per token. |
| September 1, 2026 | Meta published the rate cards that take effect on October 1, including service rates. |
| By September 10, 2026 | Meta's pricing page marked a free allowance of 1,000 service messages per business phone number per month as new. |
| September 30, 2026 | The date by which Meta asks businesses to add a payment method. |
| October 1, 2026 | Service messages, and utility templates inside an open window, become chargeable per message. |
Which WhatsApp messages stay free
Three kinds of WhatsApp message stay free after October 1, 2026: messages users send to a business, the first 1,000 service messages each business phone number sends in a month, and almost everything a business sends inside a free entry point window.
A free entry point window opens when a user messages a business from a Click to WhatsApp ad or a Facebook Page call-to-action button in WhatsApp's Android or iOS app, and the business replies within 24 hours. For the 72 hours after that reply, every marketing, utility, authentication and service message to that user is free. Messages started from WhatsApp's desktop or web apps do not open one.
Meta Business Agent is the exception. Meta's pricing updates page says delivery inside the window stays free, but a Meta Business Agent reply is still charged for the tokens it uses. Meta does not say whether service messages sent inside a free entry point window use up any of the 1,000 free ones; its pages describe the two allowances separately.
How the 1,000 free service messages work
The WhatsApp free tier gives each business phone number 1,000 free delivered service messages per calendar month from October 2026, and Meta charges for service messages after that. The rules, from the service rates section of Meta's pricing page:
- Each business phone number has its own allowance of 1,000.
- One-to-one replies and group messages draw on the same 1,000. A group send uses one message for every recipient it is delivered to, so one reply to a group of 20 uses 20.
- Unused messages do not roll over, and the count resets each month.
- The allowance covers service messages only. Utility templates do not draw on it.
The switch shows up in webhooks. A service message inside the free allowance reports free_customer_service in the pricing object of its status webhook, and one after it reports regular with billable set to true, so a team can see the moment it starts paying in its own data.
What happens if you have no payment method
From October 1, 2026, a WhatsApp Business account with no payment method gets its service messages delivered until the month's 1,000 free ones are used, and not after, according to Meta's pricing page updated September 10, 2026. Meta's pricing updates page, last updated August 25 and silent on the free allowance, is stricter: it says Meta will stop delivering service messages on October 1 for any business with no payment method on file by September 30.
The two pages disagree, and the newer one is the one to plan on. Adding a payment method in Meta's Billing Hub before September 30, 2026 satisfies both.
Meta's own WhatsApp Business pricing site still said on September 24, 2026 that service messages are not charged. That holds until September 30 and stops being true on October 1.
Meta Business Agent has had a stricter rule since August 1, 2026: without a payment method, its messages are not delivered at all. Meta accepts a monthly-invoiced credit line for eligible businesses and, since September 8, 2026, Visa and Mastercard cards.
What Meta Business Agent costs per reply
Meta Business Agent costs one global rate of $2.00 per million tokens, a single charge that covers both the AI processing and the message delivery. Meta counts input and output tokens and does not charge for cached tokens. It says a typical message uses 20,000 to 25,000 tokens, which is about 4 to 5 cents.
| Interaction | Messages to the user | Tokens, about | Meta's estimate |
|---|---|---|---|
| A simple question, such as opening hours | 4 | 80,000 | 16 to 20 cents |
| A walkthrough of a multi-step problem | 10 | 250,000 | 40 to 50 cents |
A reply written by a person or by a third-party AI tool is a service message instead, charged per message at the market rate, and the AI tool bills its own usage separately. Meta estimates 1,000 AI replies to users in Brazil at about $27 with a lower-complexity third-party model, about $97 with a higher-complexity one, and $40 to $50 with Meta Business Agent. Those are Meta's figures, built from public benchmarks, so read them as a direction rather than a quote.
Meta's separate pricing for AI Providers covers companies that offer general-purpose AI assistants on WhatsApp. It does not apply to a business answering its own customers with a bot, which pays service rates.
Where to find your market's WhatsApp rates
Meta publishes WhatsApp rates as rate cards in 16 currencies, as CSV and PDF files linked from its pricing page. The rate depends on the message category and on the country calling code of the recipient's phone number. Until October 1, the cards for that date sit under "Updates to rate cards", and Meta then moves them to the main rate card section. Meta corrected the October 1 USD PDF on September 14, 2026, after errors in some markets' volume tiers, and says to rely on the CSV files or the corrected PDF.
Meta changes WhatsApp prices only on the first day of a quarter: January 1, April 1, July 1 or October 1. Its pricing calendar promises at least one month's notice of a rate change and six months' notice of a change to the pricing model.
A worked example shows the size of the October change. Take one business phone number that, in October 2026, sends 4,000 service messages (replies typed by staff or a third-party bot) and 1,500 utility templates inside open windows, such as order confirmations sent right after a customer writes in. The same traffic cost nothing in September. In October, 1,000 of the service messages are free, so Meta charges for 3,000 service messages and 1,500 utility messages, 4,500 in all, at one per-message rate.
| Recipients in | Rate per message | 3,000 service messages | 1,500 utility messages | October total |
|---|---|---|---|---|
| India | $0.0014 | $4.20 | $2.10 | $6.30 |
| US and Canada | $0.0034 | $10.20 | $5.10 | $15.30 |
| Brazil | $0.0068 | $20.40 | $10.20 | $30.60 |
| United Kingdom | $0.022 | $66.00 | $33.00 | $99.00 |
| Germany | $0.055 | $165.00 | $82.50 | $247.50 |
Method: list rates from Meta's USD rate card effective October 1, 2026, read on September 24, 2026, where the service rate equals the utility rate in every market. The example assumes one-to-one messages, every recipient in the named market, none sent inside a free entry point window, and utility volume below the first volume tier, which on Meta's current card starts above 80,000 utility messages a month to the US and Canada and above 100,000 to the UK or Germany. Marketing and authentication messages are left out because October does not change how they are charged. The figures are Meta's charges only: a Solution Provider may add its own fees, and cards in other currencies carry their own rates.
How to keep WhatsApp costs down
Keeping WhatsApp costs down after October 1, 2026 mostly means using the free allowances well and sending fewer, fuller messages.
- Add a payment method in Billing Hub before September 30, so replies do not stop partway through a month.
- Answer in one complete message rather than three short ones. Meta charges per delivered message, so a reply split in three costs three.
- Inside an open window, a plain reply and a utility template cost the same list rate from October 1, but only plain replies draw on the 1,000 free service messages.
- Where it suits the campaign, bring people to WhatsApp with Click to WhatsApp ads or a Page button. Replies in the 72-hour free entry point window that follows are free, apart from Meta Business Agent tokens.
- Check the category Meta assigned to each approved template. Meta charges the category applied at the time of use, and a business accepts that charge when it sends.
- Watch the pricing object in your status webhooks, or Meta's
pricing_analyticsfield. A message withbillableset to true and typeregularwas charged. - Count group sends by recipient: one group message delivered to 20 people uses 20 of the free 1,000, or costs 20 messages.
Where overads fits
overads does not send or receive WhatsApp messages for your business on the live product, so none of these charges pass through it and it cannot tell you what Meta will bill for messages. For sending, receiving and counting WhatsApp messages, Meta's Cloud API or a WhatsApp Solution Provider is the right tool.
overads covers the ad side of WhatsApp traffic. overads Ads manager reads Meta, Google and Snapchat ad accounts read-only, and its Meta connection syncs every campaign, ad set and ad, so the spend on Click to WhatsApp campaigns, the ads that open free entry point windows, sits next to the rest of your paid media. Ads manager does not count WhatsApp conversations. It proposes changes, and a person applies them in Meta's own ads manager.
overads Publish posts organic content to X, LinkedIn, Bluesky, Mastodon and Pinterest. WhatsApp is not one of its channels.
Frequently asked questions
Does this change the WhatsApp Business app?
Meta's pricing pages cover the WhatsApp Business Platform, meaning the Cloud API and the Marketing Messages API. They do not mention the WhatsApp Business app, so nothing in them changes what the app costs.
Is a service reply with a discount code charged as marketing?
No. Meta applies one charge per message, by its category, and says a non-template message with promotional content is not also charged as a marketing template.
Do service messages count toward utility volume tiers?
No. Volume tiers exist only for utility and authentication messages and are counted per market and category, and Meta says it will not offer volume tiers for service messages.
Do businesses in India have to move WhatsApp billing to rupees?
Yes, if their Sold-To country in Meta's Billing Hub is India. Meta says those Messaging accounts must move to INR by December 31, 2026, and from January 1, 2027 it stops delivering messages from their non-INR accounts. Brazil has the same rule, with a June 30, 2027 deadline.
